I have loads of experience with this exact situation. It actually makes a lot of since when you are a marketer for such a corporation. Solutions are usually marketing material created specific to a vertical which helps educate prospects on how a product might be used by them.

Or when the menu bar doesn't work properly on mobile devices. Having a 1 or 2 pixel offset, 3 fps slide out animations, a fixed menu bar lagging behind when scrolling, etc.

The "product" is meant to be some standardized/customizable/extensible thing that the company has *already* developed that can then be applied to a subset of problems. The solutions are specific applications of the product on those problems which would require additional work.

All companies want to pretend that they have a product, since that implies that they have higher scalability in their problem-solving => higher valuation => more money to shareholders. No product => consultancy firm => low valuation. This quickly turns into marketing shenanigans.
