That's a quote from the National Center for Missing and Exploited Children (NCMEC), not Apple.

Well, it effectively is a quote from "Apple". They included this in their company-wide mail, so this is the position they support. It is not a quote from an Apple _employee_. But it is unambiguously their position, or they would not have sent it to their company?

I think there's a meaningful difference. I relay messages if the recipient needs to hear it, even if i disagree. in this case sure they agree with the message overall, but no i don't think its fair to ascribe to Apple the statement that we privacy folk are a screeching minority

I wouldnt. To say where I'm coming from, today i had to apologize for liking a forum post, half of which message i agreed with, but one phrase of which i skipped over but turned out offended someone i didnt mean to. I'm just saying relaying a message isn't the same as issuing it

That's totally fair. I just don't think this resembles that situation. It seemed very clear from the rest of the mail (which you can read here: https://9to5mac.com/2021/08/06/apple-internal-memo-icloud-photo-scanning-concerns/ …) that they very much supported the sentiment in the letter, and were not distancing themselves.
