The vaccine is way less than 95% effective at preventing infection, and you wouldn't expect 20000 to be infected anyway, so that 0.05*20000 calculation isn't particularly meaningful here.

The "or" in Roxanne's Tweet, on the other hand, looks crucial; people didn't need to be vaccinated to get in, so the majority probably weren't. Per https://rivm.nl/en/covid-19-vaccination/figures-vaccination-programme …, well under 20% of Dutch under-18-30s have had a single dose of vaccine so far.
