Apple's primary defense for user safety is their sandboxing. App store review is hit or miss and is a mechanism for them to exert power over apps on their platform.

At the same time Apple was attacked by various high profile devs for their strict content policies. Some people attack them for checking the apps, some for not checking enough.

Recently released an educational game for iOS and a needed to make a rushed patch for the app. Took them 19 minutes to review the new version after submitting. The game doesn't have much content, but 19min is too fast for a review.
