First rule of design is that you never know the design until you actually work it through carefully with lots of real-world experiments. So the answer to "how would I do it" is I would go and I would do it :)

And that is true the other way around as well - the reason Unicode is not good is likely because they didn't spend nearly enough time writing code to use it as they were designing it - if they had, they would have seen how poorly conceived the design is in practice.

Not sure I understand the question, but I feel like Unicode lacked implementation work. If they had done a lot of work trying different spec ideas on implementations, they could have root-found to the design that can be implemented most simply (which is not what we got).
