About year ago, one C++ OSS project, using free tier Cirrus-CI: linux build ~25s, macos ~21s, windows 6min (both VSC or mingw builds). It was something about terminal (or capturing log of it by CI), b/c shortening test-script output (ANSI-col 1200 lines) by 30% boosted it a LOT.
