Is there anything in windows equivalent to “perf top”? Anytime a program was taking a bit longer than I hoped for, I used to fire up “perf top -p pid” and get a glimpse at what the process was doing. Now in Windows I feel am left to wonder and hope for the best.

You can install VTune, which is... well, I mean, it's VTune. https://software.intel.com/content/www/us/en/develop/articles/oneapi-standalone-components.html#vtune … It's arguably better than installing Visual Studio, which is horrifically large and unwieldy, although obviously neither are actually good.
