if I enable AVX instructions in code gen will the code just not run on CPUs without them or will they just use something else and be slower in that case?

If you want to be swankier about it you can call cpuid and see if the AVX caps are there and avoid trying the AVX one if they aren't.

I was actually wondering for the context of meow hash (since honestly, msvc with avx code gen enabled seems to do a whole lot of nothing for me vs just sse2) which uses intrinsics, so making an exe that can use both is like, half of the problem here

Prob not a good idea that now every matrix multiplication or vector addition or whatever now involves chasing down pointers in a DLL's Import Address Table

No you compile _the entire EXE_ this way. So, you make an EXE with nothing in it but LoadLibrary and then you call StartGame. Everything is in the game_avx.dll and game_sse.dll. Right?
