Then if Apple declines to allow something on the AppStore, that's fine, users can get it somewhere else. But Apple always has the choice of supplying it via the AppStore, and users always have the choice of getting it there if it's "Apple-approved".
Not sure what problem that solves? It’s not about the store, it’s about the security model, the store is just how it’s enforced.
