nah, that's a separate issue. This was originally captured as MPEG-4 ASP it looks like, which did not actually specify the exact IDCT or motion compensation filters to use, it just let you pick your own approximation.

As a result every video encoder produced videos that looked OK with its own decoder but drifted further and further away from the intended result the longer you were from the last I frame whenever you used a different decoder.
