Question about the MeowHash handling of partial AES blocks: is it loading the 128-bit register past the end of the key memory (even though it never uses the bytes past the end of the key)?

Not exactly. It depends on the memory alignment. It checks the page boundary and does the right 128-bit load to ensure that it can produce the proper trailing bytes without downshifting to scalar and without faulting.
