I think this is the reason something like Sublime's Command Palette is so powerful. Frequently used commands tend towards small prefixes, almost like a Huffman tree. I remember similar functionality in Eclipse (quick access) and Emacs (apropos, with additional plugins I think).

I was specifically thinking about Huffman trees too, but with regard to sequences of inputs that have a prefix-free mapping to commands. The smarter version is of course to be adaptive, but you can't do arbitrary rebinding.
