Actually all of these issues are a lot more complicated in the US than people realize, and it is often state law, not federal law, that is at play. Since the poster here was using celebrity likenesses for no other reason than to promote, it would probably run afoul of the law in most states, I would guess. But if it had been in the context of some kind of actual artistic message, it would probably not require permission.
