    I learned a lovely Danish proverb today: "Over skyerne er himlen altid blå," literally "above the clouds, the sky is always blue." It means, roughly, "every cloud has a silver lining," but IMO is far more poetic than the English version.

    Even if you vacancy control the units and means test applicants, landlords will still prefer high socio economic status people with low incomes to low SES people. There's no way you can rig the housing shortage game so that poorer people win it. You need abundance.
