One way you can form a better understanding is to ask questions. Here’s a simple one : what qualifications does he have for the role ? Would it make sense if he was the head of a hospital or space agency ?

You seem to be confused as to what he does and what he’s expected to do in his role. Since he has been doing it since January, I’m going to conclude that he’s doing a fantastic job. You don’t seem to even know what his job entails
