I'd put it another way. Running down strangers in a van is a tactic of terrorism. What it does not answer is what motivated it, the strategy or the terrorist. But the act itself, whatever the motivation, is clearly an act of terrorism because its purpose and effect is to terrifyhttps://twitter.com/AlixBrown3/status/989113710995271680 …

Too much time has ben spent on the semantics of the word "terror". The definition below in the first instance describes it as "extreme fear". I am certain that the people on the sidewalk were filled with terror as the van sped toward them. That makes it a "terror attack"pic.twitter.com/h4LEq6AZxD

I'm not sure, in the end, that the motive matters. The media is heading down a rabbit hole with analysis of his "incel" social issues. It doesn't mitigate the TERROR that was caused by his actions. In addition to the casualties, witnesses, first responders will experience PTSD.

If you accept the Incel narrative (and it seems on the surface to be substantiated) then this was a Terror attack aimed at Chads and Staceys. Only haters in the MSM think terror is the exclusive purview of a certain ethnic group.
