    Also in the line of fire: an unmarked police car and a neighbor's house. One bullet goes into the house, which is empty at the time. The DA said that other deputies were “in the path of bullets,” but that they had not really been in danger.

    The Pasquotank County Sheriff’s Office’s own use-of-force policy says that shooting at a moving vehicle is “rarely effective”; and is only allowed when there are no other means to “avert the imminent threat of the vehicle.”

    We analyzed bodycam footage of Andrew Brown Jr.’s killing, which raises questions about the use of deadly force by sheriff’s deputies. 13 of the 14 gunshots — including the fatal one — were fired as Mr. Brown was driving away from deputies, not at them.
