There is almost nothing you can say about election design that is true across all 51 states. The policies, how voters get their ballots and how they return them vary widely.
At CCD, we work with best states to improve best practices. And we work with other states to bring them up towards that standard. This year, we have seen big steps forward, including a dozen or more states that redesigned envelopes and other forms/info.
There is still a lot of work to be done. It helps to remember that a sprint for an elections office is a year, not a month. Cheer on the progress. Point out the room for improvement constructively.
