The design of ballot envelopes is a careful balance of the needs of voters, election administration, printing/processing, and USPS requirements. The mail must get through. But it also has to be possible to prepare and count the packages efficiently.
This design was checked with USPS (several times). They had the idea using a duplicate IMB code so there is a delivery address on both sides. The USPS automation uses several different methods - including the FIM - to identify the front of the envelope.

That's also aided by four versions of the delivery address (in text and IMB). It's not just one element, but how it's all arranged.

There are other layouts and 3-envelope models, so even using our design not all jurisdictions use this layout and the efficiency of the window to show the voter address on the outbound envelope.
