CORRECTION (minor): these letters went to people previously on the "inactive" list who had received a postcard 2 years ago. Those who received a postcard this year that were returned undeliverable received a similar letter, but not this exact one.

Josh, please issue a better correction than this. Unless there is some additional correspondence in whatever envelope people received this in, it is not an 8(d)(2) notice, and any who do not respond may not be involuntarily removed from the polls.

As far as I know, there is a list of people who received legally sufficient notice late last summer. They were initially treated as "inactive," but that was a misinterpretation of KY law. Those people are the only people for whom to two cycle waiting period has begun to toll.

November is their first federal election. After November 2022, any of those people who have failed to vote or otherwise interact with the electoral process, may be either removed from the registration books or deactivated.

We also have the insane situation of people requesting absentee ballots -- which should count as a voter credit, removing them from the purge process -- but having their ballots returned as undeliverable. There were 549 such people in Jefferson County alone.
