Yes, I know I yell about provisionals too much. However, a lot of the provisionals issued in CA are for things that can and should be remedied at a Vote Center or polling place.

As much as people like to criticize FL, we only had to issue about 41,000 provisional ballots for roughly 12 million voters. CA issued around 1.3 million for a voting population around the same size.

FL allowed voters to update address during EV/ED and transfer voters in or out of a precinct or county. We could also cancel VBM ballots and issue in person ones.

With the switch to EPBs and Vote Centers, I think CA will be pleasantly surprised at how much their provisional rate will go down.
