I’m going to ask a really dumb question: about how many voters are in the Chico area? It’s a good sized college town and 5 voting centers seems like it might not be enough.

There will need to be enough staff to process later registrations, assist voters with address changes, and replace lost VBM ballots.

Exactly. Several CA counties have implemented VCA, and Butte should have the advantage of the lessons learned by those folks. There are a few good approaches that we’ve seen work.
