Would it be helpful if EMSs were able to enforce or at least validate ballot layout best practices?

Voting systems EMSes WOULD do that if the recognized ballot layout best practices were incorporated into @EACgov Voluntary Voting System Guidelines (except as applicable law requires otherwise, because we all have our own nonsensical state law requirements to deal with that...)

Would it be possible to create an EAC certified ballot layout program that could be state law compliant and designed with input from election officials, U/X designers, disability advocates and voters?

All of the current EMSs are capable of doing it. We know because we talked to most of the vendors to help Virginia develop their ballot standards.

Then why are there still so many problematic ballot designs out there? You would think every elex department would have you on speed dial!

I love @civicdesign but really don't think all EMSs can generate ballots per best practices. E.g., if memory serves, GEMS can left align text in all fields (such as jurisdictional-contest headings). In any event, many systems have unique text rendering limitations.

True. They all do get acceptably close. Didn’t say it was easy.

Oops - huge typo in original reply. Meant to say GEMS canNOT left align text in some areas of ballot. But I take and agree with your point. Still think @EACgov should consider incorporating ballot layout best practices as requirements in next version of VVSG though.
