The poll worker manual and job cards we had in San Francisco were exceptionally good. Looking at it from a designer's eye, I was really impressed.

Yes! I was a first-time SF poll inspector and am a technical writer in government, and I was also impressed by the SF pollworker manual - task-based checklists for everything! I lent my manual to a UX designer coworker to check it out.
