Serious question, for experts: Why are so many ballots designed so badly? There are an infinite number of talented graphic designers in the world and others with expertise in visualization and information flow.

We should discuss these four points at length in preparation for helping our representatives formulate voter protection laws for the future. I understand State’s rights in the matter, but some best practice guidelines would be great.
