That sounds like a lot of fun... So no just formative (before changes to design could be made) but performative (do we see evidence that design impacted in a specific election).

Makes me wonder… if we had an NTSB for election incidents, could they rush to the scene like Broward and actually do some user testing, etc.? (Naturally, I now have more questions than when I started!)

What functions would a board serve? Subpoena doesn't seem like it adds a lot (relative to FOIA). Maybe authoritativeness of analysis? Generation of a knowledge-center?
