How can he be so sure? Didn't Bush Jr's team managed to stop the counting in Florida back then while there were still ten of thousands of votes to count?
Well, he's a constitutional law professor, so there's that. But I think he's really pointing out that it's too decisive and too many holes for Trump's team to plug for such an effort at this point. In contrast, that 2000 race really boiled down to those hanging chads.
