2/ This is just FastAI. Generally speaking the tech-stack of deep learning just isn't as well supported on Windows. The last thing I'm going to do is try to work around this lack of support in the stack to make a few extra people happy that they don't have to install Linux!
3/ Again, open source DeOldify is not a shiny/nice product/app for the ready consumption of those not comfortable with the Linux/Python tech stack. It's just some research code we put up for free that you can use and learn from if you have the proper background.
