1/ PSA: Windows is not supported for the open source DeOldify project, and for good reason: Supporting it means opening a can of worms of extra work fixing issues that simply don't occur on Linux. DeOldify open source simply isn't for non-technical users.
Yeah definitely that, and more generally how much attention is being paid to the platforms. It's a chicken and egg question- admittedly I'm not helping matters by sticking to the easy path (Linux) instead of pushing to get Windows stuff fixed by having DeOldify run there.
