It’s pretty much a race to see whether Tesla’s camera-only approach will be good enough (= better than humans where deployed) before LIDAR can be cheap enough to put on mass production cars

That’s much better then. The Arstechnica article keeps going on about how they interviewed other experts who say camera only is a bad idea and were talking about a camera only paper. Hence the confusion....

I guess there are other reasons as well, like cost, because they intend to sell privately owned vehicles as opposed to a lot of other companies that are targeting at ride-sharing fleet. Anyway, Musk has given valid reasons for going against LiDAR in cars (they use it in Dragon)

Also, a lot of people emphasize on the 3D detection capability of LiDAR and used it as an advantage over camera, but Tesla has shown some demonstrations on their depth sending capabilities from cameras itself, the argument is these kind of things need more research efforts.
