Anything that I have won’t reliably work on this if at all, unfortunately. You’d want something specifically validated for such a task.

I have experimented using image downscaling and clustering to find the closest match to a license plate. It yielded results though seemed too unreliable for the amount of work required. I can publish the blog post about that, even though it was only intended for shits 'n giggles.
