I actually pretty much find resumes useless. At best they don’t tell you much and at worst they can be just straight up lies. Degree and job pedigree are weak signals for success. What things do you think are a good one indicator/signal? Thinking on projects, you can always just copy-paste and glue together chunks of code from the internet, or just follow through someone else tutorial line by line,etc.
Technical: getting non-trivial code from them somehow that involves having to manage complexity as opposed to just solving a puzzle or brain teaser. The Rest: Interpersonal skills, openness to learning/being wrong, tenacity- all hard to assess but important.

Those are good points. I still think that resumes may help to assess some of those things. Past experience should count. It may be frustrating for experienced practioners having to prove themselves from scratch every time the look for a new job.
