Their names were on the paper, getting credit. What were their names doing on there...? Vanity? That's bad, too. There's has to be at least a modicum of responsibility assumed here. Also, when I was being emailed about the awful revisions, several authors were on it.
So... I don't think it's crazy to assume that they were in on it too. Unless they totally didn't read those revisions either...after knowing the context of the pr disaster by that point. That's just stupid.
If they truly "accept all responsibility", then they should be happy with any and all anti-plagiarism measures taken against them.
