It feels like people doing open research like you should get extra potection from being scooped. Maybe having a way to capture the open results (both with and without a published paper) across the field would make it easier for reviewers to spot&prevent this.
arXiv is usually a good idea
Some conferences explicitly say that authors/reviewers are not expected to be familiar with unpublished work on pre-print servers like arxiv... Plus, we need a way of capturing novel research contributions without having to write an essentially placeholder paper for the work.
