I think changing company culture is very, very hard. At a minimum, you need a deep commitment from leaders (many leaders may think they're committed, but aren't willing to make hard choices) and for toxic people (who have created or enforced existing culture) to leave

Thanks- it does sound tough! Getting rid of toxic people in particular is a hard pill to swallow because often they can be widely seen as “top performers” and they may very well be in a lot of ways....
