True, due in big part to SF's unflagging commitment to harm reduction. It's nothing less than ideological with public health types around here. Comparing SF to eastern states is imperfect tho. And data is dated - fenty only really took off here in 2017, now off the charts bonkers

Already clear years ago that opioid crisis was coming our way but public health depts, still fighting past wars, essentially repurposed the harm reduction approach so successful against HIV for opioids. But fenty is tragically different. Imagine future research will bear this out

Great point. They had to repurpose harm reduction because it helps their liberal agenda of normalizing drugs
