A large portion of the political challenge for pro-housing advocacy is that many Americans – left, right, and center – hold an implicit belief that single-detached houses are natural & good while apartments are aberrant & bad. It's why only apartments get affordability trolled.

In past years led on bills that reduced ADU parking and legalized roommates. This year he primed WA's strongest housing abundance bill yet, SB 5466, to legalize apartments near transit. But after passing the Senate it died in the House. More next year, we hope!

Montana has officially voted to legalize at least two homes on every residential lot in every cities over 5,000. Cheers to the MT coalition! & a bunch of organizations who aren't on Twitter. Just a huge win.

More pro-housing Montana news. 's bill to legalize multifamily & mixed-use in all urban commercial zones is one concurrence away from state law. Duplex legalization + apartments in commercial zones + staff-approval for new buildings. Quite a day in Montana!

Our bill, SB 245 - introduced by Sen. Zolnikov, passes its 2nd reading in the House 97-3! This one is close to being law, allowing more residential development in commercial zones throughout the state.

I saw a post on NextDoor about someone who was incredulous that another new apartment building in the middle of Capitol Hill was being built without any off-street parking. I didn't waste my time responding or reading (many) replies but it did spur me to look up some data. 1/4

Legislative caucuses are reticent to let the public know how decisions get made. But it's important that we find out. Which legislators demanded places like Mercer Island and Bellevue and Northeast Seattle get exempted from TOD? Without knowing, accountability is difficult.

ICYMI, yesterday WA’s TOD bill passed out of cmte on a partisan vote. They amended it to take out regular bus stops (BRT and rail req’s remain). In my opinion, passing the bill with the IZ as proposed would be worse for statewide affordability than doing nothing.

Fun fact of the day: ~140,000 Washington households *outside of Seattle* don't own a car. It should be legal to build housing that meets their needs. Minimum parking requirements force these households to pay for parking they don't use.

Senator Claudia Kauffman then noted that the concerns she was hearing from the cities in her district (Kent, Auburn, Covington) were around minimum parking requirements. She says she's working to amend the bill to change those provisions. She did the same with SB 5466.

Portland is finally doing a clean elimination of costly parking mandates. There are just a few spots (mostly industrial) where mandates still apply and a bowl of spaghetti code that waives them nearly everywhere. Planning Commission hearing 4/11.

WA's middle housing bill is in hearing NOW, watch live here: tvw.org/video/senate-h notes that currently only 5% of the state's housing permits are middle housing, because it's illegal in most places.

Habitat for Humanity wants to build small-scale multifamily housing for affordable ownership, but is thwarted WA by widespread zoning that only allows single-detached houses. That's why Habitat is an ardent supporter of WA's middle housing bill, HB 1110.
