What he’s saying is that the motivation of voters who desire maximal change will cause them to vote for candidates who promise maximal change. He is not at all equating these two people on substance. Clearly, the type of change promised in each case couldn’t be more different.

No, that's not what he said. @PeteButtigieg said it "could lead you to someone like Bernie, or it could lead you to someone like Trump, and that's how we got where we are." This means that voting for Trump produced the current state of affairs. Please listen to the clip again.
