Many things in product are positioned as universal tradeoffs (e.g. “quality vs velocity”). But they aren't universal.
For example, some companies believe there is a tradeoff between quality and speed. While other companies see quality as a prerequisite for speed.

fwiw, I don't find the phrase "value stream" useful when talking to most executives.
It seems to quickly be converted into "any mish-mash of stuff I find valuable".
Unless you manage to have their attention long enough to explain what you mean and why what the're thinking isnt.
