    In May the Pentagon released its annual report assessing civilian harm. It admitted killing 50 civilians in Iraq and Syria between 2017-18. The only problem - the US didn't kill many of them. Their allies did.

    By resuming US airstrikes against Al Shabaab without providing the Administration's rationale or rules for doing so, Joe Biden appears to be continuing at least one of the 'forever wars' - while also stoking long-running Congressional concerns about accountability and lawfulness.
