Only Judge Ellis sees the unredacted memo: "In Camera" means privately in the judge's chamber only so not in public courtroom. "Ex parte" means in the interest of one party, here the USG by the Special Counsel, to the exclusion of other parties, here the defendant, Paul Manafort
