I don’t know the specifics, but, as a Republican member of the board, he likely was McConnell’s pick. (Just like Chai Feldblum was renominates to the EEOC by Trump.)

Most secretariea and other appointees in trump's white house have outside jobs. The government job is secondary to their other job. This is not a reference to their corruptability, but just an observation.
