It was based on a referral from Mueller's office, which he could have held off on if he were worried about poking Trump too early.

I strongly disagree. Him "holding" it would have led to many other questions. Also: It mightn't have been his call, given that Rosenstein was involved. Also^2: SDNY had had it for months before the warrant.

More: I don't think we have any reason to believe that what Mueller gave was obviously going to lead to the warrants. The warrants scream SDNY.
