Genuinely curious about the tails. I know the tradition, but who pays for it? Does it come out of pocket? Does he get a clothing stipend? Is there an office wardrobe of loaners?

No clothing stipend. But it depends. You can rent this stuff, and some do. The cool way, of course, is to get it made. Longer-term Assistants do that. I knew a guy on detail who got one argument; he rented. I bet Rosenstein also rented.
