      Ok, I'm stuck on the part - in the first sentence - that says the FBI may have "improperly coordinated" with DOJ on a FISA application. The FBI is required by statute to coordinate with DOJ on FISA applications.

      Also, it's not clear to me why an FBI agent complaining about a delay indicates that anything was being rushed. Complaining about DOJ delays in getting surveillance orders - even routine Title III's - is a thing basically every federal agent does.

      Also, it's not clear why rushing would be improper, as long as the application they submitted to the court was sufficient. FISA has many rules, but there's none about how quickly or slowly the gov't must move in preparing an application.

      The clarification makes even less sense. The U.S. District Court for the Eastern District of Virginia cannot issue FISA orders. By law, those applications *must* go to a judge on the Foreign Intelligence Surveillance Court. 50 U.S.C. § 1804(a).pic.twitter.com/euQVmYjKS2

      Yes, but had seen it, and it does not mean that EDVA was the filing locus of a FISA app. They come from all kinds of base places.
