The confusion here is that Trump just says “military,” talks about Mattis, and earlier said, “We really haven’t done that before” — suggesting a new step — but utilizing the National Guard would be something done repeatedly before.

As usual, Trump's lack of understanding and/or desire to make his presidency unprecedented — https://twitter.com/DavidNakamura/status/981211389095268353 … — made it sound like he's discussing something new (and likely illegal). I was, in effect, changing his words to find a way it could be legal (and not new).

I’ll bet the reasoning is far different. TBreallyH, this going to be a terrible tour for the military folks that support trump, so…tough, they broke it, they bought it. Their reward is marching along the border in full gear in the summer, guarding schools, secret deployments.
