I mean: It's doublespeak that speaks for itself. Flood wouldn't replace Cobb, but Flood meets with Trump this past week after Cobb has been saying for weeks that he expects to leave soon.
He might not, technically, be replacing him if he comes on board (it would be a different phase of things, so he'd have a different role or something), but it's six of one, half-dozen of the other, IMHO.
