the NYT article you linked was dated 11/30/16 (3+ weeks after election day)... actually, i added more context from the article you liked, which noted that Pence had never addressed the issue until weeks after election, & that his then-spokesperson "declined to explain" which celebrated orgs & groups Pence intended to target
