You're probably right on why Alito didn't refer it to the other justices. Might there also be some signaling involved? (i.e. "If you can't convince me, you'd best go home.") Could discourage petition we expect after PA SCt's next actions

It seems to be reading something into it to suggest this tells us anything about Alito's views on the merits of the request. He could, in theory, just have known he didn't have the votes, and thought it was better to keep this issue on the back-burner for now.
