Honestly, that was a weird read. Maybe it's because I'm reading this stuff every day, but there was nothing surprising there. And, without the initial application, there's no way to judge (1) whether the application was appropriate and (2) whether the FISC order was appropriate.
Note: Dana Boente is basically the only person who is mentioned in the memo as playing a role in the FISC warrant process who has not received the wrath (or dismissiveness) of Trump. - Carter Page - Comey - McCabe - Yates - Rosenstein - Steele - Simpson - Papadouplos
The Oct. 21, 2016, timing of the initial FISA warrant meant the renewal was required by Jan. 18, 2017 (ie, before Trump inaug). The 2nd renewal (signed by Boente) would've come days before Rosenstein was confirmed on April 25. The 3rd renewal would've been by Rosenstein in July.
